^{Η μεταρρύθμιση του πλαισίου για την προστασία προσωπικών δεδομένων στην ΕΕ προωθείται από τον Ιανουάριο του 2012 με στόχο να καταστεί η Ευρώπη έτοιμη για την ψηφιακή εποχή. Η δέσμη μεταρρυθμίσεων περιλαμβάνει τον Κανονισμό ΕΕ 2016/679 για την προστασία των φυσικών προσώπων έναντι της επεξεργασίας δεδομένων προσωπικού χαρακτήρα και την ελεύθερη κυκλοφορία των δεδομένων αυτών και την Οδηγία ΕΕ 2016/680 για την προστασία των φυσικών προσώπων έναντι της επεξεργασίας δεδομένων προσωπικού χαρακτήρα από τις αρμόδιες αρχές για την πρόληψη, διερεύνηση, διαπίστωση ή δίωξη αξιόποινων πράξεων ή την εκτέλεση ποινικών κυρώσεων και για την ελεύθερη κυκλοφορία των δεδομένων αυτών.}

^{H μεταρρύθμιση αυτή συνεπάγεται αρκετές προκλήσεις για τα κράτη μέλη και την ικανότητά τους να προσαρμοστούν αποτελεσματικά στα νέα νομοθετικά δεδομένα αλλά παράλληλα δημιουργεί αυξημένη ανάγκη για νέες γνώσεις και δεξιότητες σε ένα διευρυμένο κύκλο επαγγελματιών που εμπλέκονται στην εφαρμογή της.}

^{Ανταποκρινόμενο στις παραπάνω προκλήσεις το Κέντρο Ευρωπαϊκού Συνταγματικού Δικαίου - Ίδρυμα Θεμιστοκλή και Δημήτρη Τσάτσου σε σύμπραξη με την Ελληνική Αρχή Προστασίας Δεδομένων Προσωπικού Χαρακτήρα, το Γραφείο Επιτρόπου προστασίας Δεδομένων Προσωπικού Χαρακτήρα της Κύπρου, το Πανεπιστήμιο της Κύπρου και το Εθνικό και Καποδιστριακό Πανεπιστήμιο Αθηνών υλοποιούν διετές πρόγραμμα με τίτλο: «Εκπαίδευση σχετικά με τον Γενικό Κανονισμό της ΕΕ για την Προστασία Προσωπικών Δεδομένων».}

^{Στόχοι του προγράμματος είναι:}
^{α) να αναπτύξει προγράμματα και υλικό κατάρτισης για την αποτελεσματική εφαρμογή της νέας Οδηγίας προστασίας δεδομένων}
^{β) να παρέχει πρακτικά προσανατολισμένη κατάρτιση σε τρεις ομάδες στόχο: υπεύθυνους προστασίας δεδομένων, δικαστές και δικηγόρους στην Ελλάδα και στην Κύπρο}
^{γ) να δημιουργήσει «κοινότητες πρακτικής» και θα επιτρέψει την ανταλλαγή απόψεων και εμπειριών μεταξύ επαγγελματιών μέσω εκδηλώσεων δικτύωσης και ενημέρωσης}

^{Για την επίτευξη των παραπάνω στόχων οι ακόλουθες δράσεις θα υλοποιηθούν:}
^{α) εκπαιδευτικά σεμινάρια για υπεύθυνους προστασίας δεδομένων, δικαστές και δικηγόρους στην Ελλάδα και στην Κύπρο}
^{β) διοργάνωση διακρατικής συνάντησης για την ανταλλαγή καλών πρακτικών και τη διάχυση των αποτελεσμάτων του προγράμματος}
^{γ) ανάπτυξη εγχειριδίου για υπεύθυνους προστασίας δεδομένων, δικηγόρους και δικαστές για την αποτελεσματική εφαρμογή του Κανονισμού}

^{Το πρόγραμμα ξεκίνησε τον Ιανουάριο του 2018 και θα διαρκέσει μέχρι τον Ιανουάριο του 2020.}

^{The reform of the data protection framework in the EU is being promoted from January 2012 with the aim of making Europe ready for the digital age. The reform package includes EU Regulation 2016/679 on the protection of individuals with regard to the processing of personal data and the free movement of such data and the EU Directive 2016/680 on the protection of individuals with regard to the processing of personal data by the competent authorities for the prevention, investigation, detection or prosecution of criminal offenses or the enforcement of criminal sanctions and for the free movement of such data.}
^{This reform implies several challenges for Member States and their ability to adapt effectively to new legislation but also creates an increased need for new knowledge and skills in an extended circle of professionals involved in its implementation.}
^{Responding to the above challenges, the Centre for European Constitutional Law in partnership with the Hellenic Data Protection Authority, the Commissioner for Personal Data Protection in Cyprus, the Laboratory of Law and Informatics (LLI) of the National and Kapodistrian University of Athens and the University of Cyprus are implementing the 2 years project “Problem-based training activities on data protection reform”. The project is funded by the Rights, Equality and Citizenship Programme of the European Union.}

^{The objectives of the program are to:}
^{(a) develop common content and training and information material to support the effective implementation of the new Data Protection Directive}
^{b) Provide practice-oriented training to three main target groups: data protection officers, judges and lawyers in Greece and Cyprus}
^{(c) create a framework for the exchange of views and experiences through networking and information events}

^{To achieve the above objectives the following actions will be implemented:}
^{(a) problem based training seminars for data protection officers, judges and lawyers in Greece and Cyprus}
^{(b) organizing a transnational meeting to exchange good practice and disseminate the results of the program}
^{(c) developing a manual for data protection officers, lawyers and judges for the effective implementation of the Regulation}
^{The program started in January 2018 and will run until January 2020.}
