Responding to the challenges raised by the reform of the data protection framework in the EU, the Commissioner for Personal Data Protection in Cyprus, together with the Centre for European Constitutional Law in partnership with the Hellenic Data Protection Authority, the Laboratory of Law and Informatics (LLI) of the National and Kapodistrian University of Athens and the University of Cyprus implemented in 2018-2019 the 2 years project “Problem-based training activities on data protection reform”. The project was funded by the Rights, Equality and Citizenship Programme of the European Union.

The objectives of the program was to:
(a) develop common content and training and information material to support the effective implementation of the new Data Protection Directive
(b) Provide practice-oriented training to three main target groups: data protection officers, judges and lawyers in Greece and Cyprus
(c) create a framework for the exchange of views and experiences through networking and information events


To achieve the above objectives the following actions were implemented:
(a) problem based training seminars for data protection officers, judges and lawyers in Greece and Cyprus
(b) organizing a transnational meeting to exchange good practice and disseminate the results of the program
(c) developing a manual/ code of practice for data protection officers, lawyers and judges for the effective implementation of the Regulation

The program started in January 2018 and run until January 2020.

Participation of the Office of the Commissioner

The Office of the Commissioner participated actively in the training seminars for judges and lawyers, which were held in February 2019. In the training seminars for judges and lawyers, the Office of the Commissioner provided targeted responses concerning the practical implementation of the GDPR, as well as concerning the risks, rules, guarantees and rights related to the processing of personal data. Case studies were further carried out as a training tool.

Training of DPOs was implemented by the Office of the Commissioner in March 2019. Thirty DPOs from the public and private sectors participated in the training in March, in addition to thirty DPOs trained in February at the University of Cyprus. Participants were selected randomly through the list with the contact details of DPOs communicated to the Office of the Commissioner. The training included practical examples, case studies, and interactive discussion between participants and trainers.

Finally, on 17 December 2019, the Office of the Commissioner organised a networking and awareness event in Nicosia. The purpose of the event was to present the results of the program and future actions related to the network of professional teams involved in the program, i.e. judges, lawyers and DPOs. The event was open to the public and was attended by 65 participants.

In the framework of the programme, a MODEL CODE OF PRACTICE (see document below) was developed to facilitate compliance with the legal framework for data protection. It is noted that the Code was prepared on behalf of the Centre for European Constitutional Law and does not refer to the activities of the Office of the Commissioner.

Results and benefits of the project

Data protection supervisory authorities in Cyprus and Greece benefited from the project through the trained trainers that they will be able to use in the future, the opportunities for dialogue and transnational exchange through the transnational and awareness events and the code of practice.
Judges, Lawyers and Data Protection Officers benefit from the project through knowledge and skills to perform this new role and implement the new framework effectively. They will also benefit from the exchange of experience and ideas through the transnational and awareness events and through the code of practice they will be able to use in the everyday exercise of their duties.
Private and public sector indirectly benefit from the project through the awareness material which was produced and is freely available on the website.
